How do I get my baby daddy to agree with visitation to our daughter?

Ok im 17. so my baby daddy lives 550 miles away from his daughter (left me when I was pregnant). He has not seen her since she was 2 weeks old and now he wants to see her. I told him he could come up to my parents house and see her for the weekend and he said sure, as long as we get a hotel room. I said no because im not gonna let him take advantage of me like he did again. He asked if he could take her down to where he lives for a week. I said absolutely NOT because she barely knows him and shes not used to the envoirment he lives in.he says he is gonna try to take her from me since im "keeping her from him" which im not, I gave him an option!! shes not met any of his family so idk how she would react. Im looking to get Full Custody for her. I want him to see her, but idk if its healthy for her right now, shes only 6months. If we were to go to court, could i have a say so in whether he takes her that far ? and how would i start a case? Like how would i go forward with starting a case? Who would I call?
