Can a hotel on the ocean legally stop you from placing an umbrella in front of the ones they rent?

If I understand correctly, the area between high tide and low tide is considered part of the ocean( which hotels do not own). Can they stop you from placing an umbrella in this area, which is in front of the ones they rent at an extremely high cost.
