Are sociopaths allowed to be in the military?

Sylvia Seegrist was a young woman with many mental problems and she was in the military. Well in the 1980's she went on a shooting rampage at a local mall, killing dozens of people. Why are people like this allowed through the military, if they have these twisted minds?
